I didn't do enough Googling apparently, it's been filed and fixed upstream
already: https://bugzilla.xfce.org/show_bug.cgi?id=11031

The solution is also mentioned in the referenced bug:
xfconf-query -c xfce4-desktop -p /desktop-icons/right-click-edits-menu -n -t bool -s false
