Are master changes while initializing a replica okay?

Is it okay to allow a master to accept changes while a replica is being initialized?

In the past when we have had to do this we've shut down changes but want to know if this was still recommended for 1.3.x and 1.4.x code levels.

While IT is initializing another replica? Yes.

This has always been ok.
