[PATCH Conductor] Allow Deployable XML files to contain in-line configuration scripts

This patch allows deployable XML files to contain in-line configuration script
contents.

A not-very-interesting example of a deployable with in-line configuration script content

This patch requires a config server running version 0.4.1 or greater.
