It is how it is implemented right now. If you want to support other
methods of automatic restart of the back ends when they are needed, you
are welcome to provide patches to do so.

No.
AuthHub will be eventually merged into MIT tree. There are some client
side pieces that will probably go into MIT tree right away.
The AuthHub client is likely to be merged into the MIT tree in the near
future. I'd like for us to land 1.11, but there are some things that
make that unlikely.
The AuthHub server is far more complicated. While landing upstream would
be nice, I don't know how realistic it is.
