One view may be "the channel is public and that's enough".
Another view may be... a logging bot which posts discussions on, say,
copyleft-next.org may provide HBR absolution.

A logging bot is a good idea (though I am not sure it is strictly
speaking required for HBR compliance). Indeed it can have value even
if non-substantive discussions take place. Up till now I don't think
#copyleft-next has been used for any substantive discussion, but maybe
that will change someday.
