Staging update with Rust and some code cleanup

Hi all,

I have pushed an update to staging with the following changes:
* Expand Rust install instructions: 
https://github.com/developer-portal/content/pull/524

* Fix Report an Issue button ( 
https://github.com/developer-portal/content/pull/532 and 
https://github.com/developer-portal/website/pull/138 )
   * This change carries also a bit of deleting old code removal that 
seems to be no longer needed.

The changes will be visible in max an hour on 
https://developer.stg.fedoraproject.org/ .

Since there was a change on page content generation, if there are any 
new problems caused by that, I'm hoping it gets caught prior to release 
to production pages.
I have not observed many, but more eyes should notice more.

If anyone notices weird rendering of content and/or content sections 
that wasn't happening before, please file an issue (ideally include a 
screenshot) on: https://github.com/developer-portal/content/issues
