Hi
The side tag is now merged, and no mingw32 package should be requiring
mingw32(libgcc_s_sjlj-1.dll) anymore.
You might however see mingw-gcc being held back by dnf due to some
packages not being rebuild against the new mpfr (kcalc in my case).
mingw-gcc > 9.2.1-5.fc32 is what you need.
