ReviewBoard Upgrade and Backup changes

ReviewBoard 1.7.7.1 was released recently. It contained a few
bug-fixes and two significant performance enhancements (one for the
rendering of the dashboard and another for processing reviews with
parent diffs).
The upgrade appears to have gone smoothly (so much so that I don't
think anyone noticed that it happened).
I've also started a weekly backup of the OpenShift instance on which
ReviewBoard is running, in case anything goes wrong.
