perl-WWW-Curl-4.17-22.fc33 fails to build in Fedora 33:

A difference between passing and failing build root is at https://koschei.fedoraproject.org/build/8051059. A libcurl-devel upgrade from 7.68.0-2.fc32 to 7.69.0-1.fc33 seems to be the trigger.
