Description of problem:
On a minimal system without rpm-build, when the package redhat-rpm-config is
not installed, the file /usr/lib/rpm/redhat/redhat-hardened-cc1 is not present.
when calling perl, it uses /usr/lib64/perl5/Config_heavy.pl which uses
/usr/lib/rpm/redhat/redhat-hardened-cc1 leading to a compile file.
Fix: add Requires: redhat-rpm-config

Upgrading (or installing) perl-PAR-Packer causes a downgrade of perl and all
associated modules.

The License: tag for perl-libs is "(GPL+ or Artistic) and HSLR and MIT and
UCD". I believe that "HSLR" should be changed to "HSRL" ("L" and "R" swapped),
as it's supposed to be an acronym for Henry Spencer Regex Library license.
The Licensing page on Fedora wiki also uses "HSRL".
