How reproducible:
Always
Steps to Reproduce:

xz-libs(x86-64) = 5.2.3, but none of the providers can be installed

xz-libs-5.2.3-7.fc28.x86_64
- cannot install both xz-libs-5.2.3-7.fc28.x86_64 and
