3. fedpkg mockbuild

The IPC-Run-0.92-RT20105.patch placed in attachement
retrieved from
https://rt.cpan.org/Public/Bug/Display.html?id=20105#txn-1306043
is sufficient to solve the problem for ppc64le archi.
