amavisd needs a systemd unit
it's one of the two services not converted yet on my system

even clamav has a systemd unit now (I had to convert because the sysv clamav
chain was not working too well anymore)

ln -sf /lib/systemd/system/clamd@.service
/etc/systemd/system/multi-user.target.wants/[e-mail]

(though there may be a cleaner way to express this dep if amavisd had its own
unit file)

also even if using the clamav systemd unit fixes clamav startup something is
still broken

Would you mind if I close it as a clone of 695589 or 695597? I was looking at
it, but I'm afraid to push units (as provenpackager) in those bugs without
further testing.
