Build result emails

One of the things secondary arches are supposed to do is send all buildresults 
to a list for the arch team to monitor.

to help with this i've created lists for the 4 currently running arches arm, 
ppc, s390, and  sparc. the list names are <arch>-
[e-mail]  please add a notificaton to send all build 
results to your arch list.

if you don't have a arch list then that needs setting up also  preferably they 
will all be <arch>@lists.fedoraproject.org
