[PATCH] Always close STDERR when daemonizing

We were special-casing stderr and not closing it properly when we
daemonized. I think this is because until fairly recently we were using
stderr to direct debug messages to a log file. Now that we are correctly
opening log files, we should properly direct STDERR to /dev/null.
This fixes a bug with the authconfig integration where it would never
return from the start command because it was still listening on the open
STDERR handle.

[PATCH] Minor fixes

0001: I got an error with older python version when just calling exit().
'TypeError: 'str' object is not callable'
0002: make check failed when using the tar ball, because elapi_ut.conf
was missing
0003: Older versions of check do not have test loops.
