has been migrated to Debian testing a month ago. It is maintained by

One of the differences with the upstream targetcli-fb package is that
the saveconfig.json configuration file is currently stored in
/etc/rtslib-fb-target/ instead of /etc/target. So you may have to copy
your configuration file there if you previously installed targetcli-fb
from the sources.
Also, Ritesh wrote a blog post to share the current state of some
storage related packages in Debian (including targetcli-fb) and his
experience upgrading from targetcli to targetcli-fb:
