You shouldn't have to, libvirt should be setting that for you. Maybe you were
always restarting the network service after restarting libvirtd? Looking at
the init script, it definitely reloads sysctl _and_ seems to explicitly turn
off ip_forward.

On the host if ever needed to, due to some nfs tantrum.
it would alway be "service network restart && service libvirtd restart"
in that order.
I will set sysctl.conf chattr +i, to prevent me shooting myself.
