First off, apologies for not replying on this thread sooner. I got
crushed under deadlines last week. More comments coming on other replies

Yes, I think bugfix-only updates SHOULD get less scrutiny. If it really
is bugfix-only, then testing the fix and checking for regressions is a
simple task and would be caught be nearly any tester of the package.

However, any enhancement or change to the architecture of a project has
the possibility to be highly disruptive (not just in terms of
regressions, but also compatibility with other packages and the
expectations of the user of this version of Fedora). So in order to add
new functionality, I think it makes sense that it should need a sign-off
from a proventester. If the proventester has any doubt, there should be
a policy in place to help decide whether a particular enhancement should
enter stable Fedora or be deferred to the next major release (never more
than six months away and always available in the Branched release)

If an update has both bugfixes and enhancements, then the enhancement
process needs to trump the bugfixes, for stability. In most cases, it's
possible for the packager to backport the bugfix changes only, if the
enhancement review fails.
