IMO if the process got too easy, it may get abused. Some people here
sign CLA and get a fedora account in order to  request for a Fedora
FreeMedia, sounds interesting right?...

I totally agree your words about my mistake of mix legal things up. I
was thinking that CLA is a kind of copy assignment, and is only useful
for FP; and for a local group website, CLA is meaningless and
overkill, an implicit license is enough (such as "register an account,
you agree to use CC for all your works" etc.). Now it seems CLA is a
legal process, a written confirmation of that.
