External RHEL build repo

If anyone was wondering I found a solution.

- Need two RHEL subscriptions, open RHEL server on i386, one on x86_64.
- Setup mrepo on both servers to download a repo.
- Add the repos to the Fedora koji instance.
- Build RHEL packages! I've built a few and it looks like it works ok.
