How to reuse a failed NVR?

I use " koji call resetBuild"  to clean a failed build , then i import the
SRPM&RPMS directly.
SRPM be imported, and when import  RPMS, it   gives    "Error importing :
Build is CANCELED"
Cant I reuse a failed NVR ?
