I realize you're being somewhat passive/aggressive here, but you always
have the option of removing the trademarks and not being bound by the
Trademark Usage terms. The Board is the entity which grants trademark
permissions under those terms, and I think it is extremely unlikely that
the Board would waive that permission universally for spins (or that Red
Hat would permit the Board to do so).

Instead, it would be worthwhile to document the previously defined
general criteria for a spin to receive trademark permission (with the
understanding that meeting the criteria is not a guarantee of receiving
trademark permission). This should be made clear as a step in the normal
release process of the spin.

It is not the intention of the Board to withhold trademark permission as
a means of punishment, but rather, to be sure that all spins using the
Fedora trademark are well constructed and a good representation of the
Fedora Project.
