Request: please consider clarifying the project's position on Spins

Then we need to a) close the ticket b) assign the ticket to someone to
write a guideline c) something else?  In any case, merely stating the
problem from time to time and having a more-or-less dead FESCo ticket as
the only point for coordination on the issues isn't particularly useful.
