Fedora sub-teams and end-of-December planning

This seems like a good idea to do it at this general level - I
know some/many contributors don't like to use things like the
vacation page for privacy reason, but having a first-level 'lots
of people may be away; don't be surprised if they don't appear
to be around' should cover most of that.
