fudcon bid process

Matthew,

The is a running FudCon Plans for Latams where we had only one bid from
Cordova Argentina and not remember if Famsco review it, but since it is
only one bid, there is not much to do. Argentina team is working to get
this done. While we know FudcCon do not have the relevance as it did
before it is important to the regions, until there is one global event.
