Ready for new RPM version?

1) RC version shipped in Fedora 10 is incompatible with packages produced
by the final version. Bad.
2) No solution for handling packages natively on F9.
3) Breaks handling of %config across upgrades

'Mismanaged' may be strong, but... it could have gone better.
