No guidelines for packaging of udev rules?

On that note I have filed bug 744230 against apmd which tries to package
a config file in /etc/module-load which isn't even the correct directory
in /etc. It hasn't gotten any attention yet. Should this get reassigned
to systemd to get it taken care of?
