UsrMove feature breaking "yum upgrade" upgrades from older releases to F17?

if this is really true F17 will be even a bader release as F15

i made several HUNDRET of dist-upgrades with yum since FC3 and
upgrade via DVD/Preupgrade is simply UNACEPPTABLE
