This is plainly not true.  If you create a file and immediate delete
it, ext3 won't write the data to disk (metadata is slightly different,
but in any case very small).

What are the numbers to support your argument that having a hard limit
on the size of /tmp is a benefit, in terms of performance or anything
else?
