Couldn't you solve this by creating three subpackages instead of two?

bind-named-chroot - for running named in a chroot
bind-sdb-chroot   - for running named-sdb in a chroot
bind-chroot       - Metapackage that installs both of the above.

This way, anyone who was previously using named-sdb doesn't get broken
by an upgrade.
