Koji build failure: noarch vs. arch?

I tried the csdp build again this morning to see if perhaps the
problem is nondeterministic.  It failed again:

Does anybody have any idea at all why some archful packages are being
treated as if they were noarch?  It doesn't affect mock builds, just
koji builds.
