Yeah. We are working on coming up with a solution that will let us use
aarch64 boxes to build armv7 (which should be much faster), but that is
still all up in the air.

Right. Mass rebuilds don't update the buildroot, they are done in a
side tag. So, everything is rebuild and tagged in, but it won't help at
all things needing rebuild after something else.
