WORKSFORME with a brand-new user.  Does the 'xmlformat' binary appear in
your ~/src/f/fedora-docs/docs-common/bin/ directory where it should?
Part of the RPM specfile does a 'cvs up' in 'docs-common' -- are you
doing a .cvsignore that prevents it from restoring this program, if it
doesn't appear there already?
