Auto-provides for EPEL

Instead of just asking this in
https://bugzilla.redhat.com/show_bug.cgi?id=959683 , I figured I would send
our first drupal-devel email...

The auto-provides from the previously mentioned BZ work great on Fedora,
however I just found that they do not work in RHEL 5/6 because it has RPM <
4.9.  Does anyone know how to get auto-provides to work for RHEL 5/6 so it
can be used for Drupal EPEL 5/6 packages?

Note that the current auto-provides setup is in drupal7-rpmbuild-7.22-3.
The RPMs are in the testing repos or you can download them from Koji (Bodhi
link w/ links to Koji builds:
https://admin.fedoraproject.org/updates/search/drupal7-7.22-3 ).
