License errors

Ahoy,

Glad to be part of drupal-devel :)

I am working on two packages both with different oddities around their
LICENSE.txt. Has anyone else noticed this with drupal.org? If so, how
do we go about fixing it?

This license file is different both in the address used for FSF and
the footer contains the "how to apply" statement. Not sure if this is
just the upstream contributor packaged it themselves versus the drupal
buildbot.

Any guidance would be great!!
