Governance vs. Charter

Nice work.

It looks reasonable to me on initial reading.

One question: I guess consensus may be enough but the governance charter
seems important enough to warrant voting on.  Anyway perhaps we could
vote on it in next week's meeting or by mail for those that can't attend?

I also will not be able to attend 16:00 UTC regularly (1am in Japan):

Yes, good suggestion to have a separate Meetings page.

True - I am also in favor of having tickets to document
our work/progress on tasks anyway.
