[FAmSCo] Budget situation after Q3

Hi Ruth,
yesterday we had a FAmSCo meeting summarizing the budget situation after
Q3. We know the situation in EMEA, LATAM, and APAC:

track, $3000 left

track, <$2000 left
https://fedoraproject.org/wiki/Ambassadors/APAC/Budget - behind planned
spending, several thousand left.

But we have no idea how much NA has spent and how much money in total we
have left. Their spending information is not complete and very outdated.
We'd like to make sure that we spend as much as we can from our budget,
but for that we need to know if there is any money left or even missing
in the NA budget.

If we have more money left, we can think about something bigger for
FOSDEM or DevConf.cz, or producing extra swag, or purchase tickets for
people that are travelling to events in Q1.
