qtcurve packaging refresh

Looks like qtcurve development has left our current packaging behind a bit, 
with newer/active upstream at github/projects.kde.org , thanks to marcdeop 
on irc clue'ing me in.

So I took a stab at unified packaging,

package review and feedback welcome.

(The first iteration doesn't include qt5 support yet, I couldn't get it to 
build right on my oldish fedora box @ dayjob, we can easily add it later).
