Generally we don't accept language specific spins. There use to be a
Brazilian OpenOffice spin but that has been folded into other spins.
The changes/options to support specific languages within spins should
be added to the main spins. There's been a couple of discussions about
language support and reasons for/against on this mailing list so I
suggest you read the archives for all the details.
