(Someone told me that the early FUDCons were done this way as well, but I

If ie APAC is given a $20K budget for FUDCon, and they have leftovers -
whether by getting third party sponsors, saving, reducing, whatever - can
the leftover funding go to APAC contributor funding for flock?  I know
little about the budget process, but it makes sense to me if regions could
help themselves this way.
