revised draft Haskell Packaging Guidelines

I am pleased to say that last week FPC approved the new draft
so hopefully it should go up under Packaging in the wiki soon,
and help make Fedora Haskell packaging more accessible to
general Fedora package reviewers.

In this context I am planning to release cabal-rpm-0.8.0
soon (support for the new templates is already in git).
Once that is out I plan to close all the current open package
reviews based on the old templates and allow people to reopen
them or file new reviews with the new simpler templates.
I hope that doesn't sound too harsh - at least that should
avoid a lot of "please update" to and fro's...
and a lot of the old reviews seem to be getting quite stale anyway.
