ghc-7.6.3 test repo

HP-2013.2 RC1 is out and I have now added it to the repo.
So cabal-install, libs, etc are now available.

The next step is to test rebuilding (and updating) the
rest of the packages against ghc-7.6.3 and HP-2013.2
