Actually, fedora-announce-list should work for this, unless it's
strictly a developer-oriented discussion, in which case
fedora-devel-announce.  These lists are used for similar purposes all
the time -- even for repositories that provide encumbered or non-free
bits (rpmfusion.org, Omega 10, etc.)
