[fedora-java] Can't maintain Bouncycastle

Hello all,

Some time ago I took ownership of the Bouncycastle packages with the
intention to maintain them alive. But truth is that I didn't do it and I
won't be able to do it in the future either, so I am giving up
ownership. Does someone want to take them?
