Yes, an oversight, a.k.a. a bug :-)  I believe that it is being dealt with 
upstream.  If you search bugs.kde.org you'll find that there are some related 
ones reported, such as asking for Dolphin to request a root password when it's 
required.  Meanwhile, it's necessary to run systemsettings from a root konsole 
for some jobs.
