Question A. Which Sudan ? There are two now. Question B. Is he just 
Sudanese, as you put it, or does he reside there. If he resides there, 
then Sudan falls under export restrictions. Applies to US Citizens. This 
also encompasses technology, and as such software.

Now, there is also a clause stating the importation of goods and 
services of Sudanese origin. Which now begs the question is a free thing 
a good or a service, as there is no payment for such.

Richard will have to answer that one, I am afraid.

Why does the US have to always make things so complicated, we just 
banned weapons exports.
