They can try and find solutions but any analysis within their own heads 
as you put it isn't going to drastically change what people do. In other 
words, if I am a contributor doing things voluntarily in Fedora, I can 
understand things only if the board communicates any ideas or visions 
for the future to me and I am very likely only going to consider those 
changes if they were discussed and consensus formed publicly. There are 
some exceptions like legal requirements which have external requirements 
but a governing body even when elected is only as affective as the 
people who do things want it to be.

Everything I can share is the discussions already in the public lists. 
Fedora Advisory Board and fedora-desktop lists specifically.
