[Fedora-packaging] Should bash completion and gconf schema files be marked as %config?

I don't think bash completion files should be marked as %config even if
they are in /etc but the fact is that they are not configurable files IMO.

But recently in the herbstuluftwm review of mine the reviewer said that
it's better to put bash completion files underneath datadir:

/usr/share/bash-completion/completions
