Drop the IP lock on beaker.fedoraproject.org?

Beaker 0.16 switched the local password storage over to using salted
PBKDF2 [1] as the hashing mechanism.

We'd been waiting for the initial Taskotron release before asking for
Beaker changes, but now that that is out the door, it would be good to
make the Beaker server generally visible again.
