updating releng wiki pages

When I originally wrote it, I wanted it to be a page that described the
development process from start to finish, as we had no such page, and
people complained about it.

It has lost some relevance as of late, but we still need a single page
that tries to describe at a high level how Fedora does a release.  We
can link from it to more detailed pages about each phase of the process.
